Humans don't usually live under water for days at a time..... unless they're in a submarine
They knew they were dead from the beginning, they just wanted to send a message that they will spare no expense. It was expected, so they did it.
good thing people are buoyant then
nor do they survive for days in frigid water. Nor do they avoid detection for days while floating on the surface next to the biggest news story in the country.
