People walking on a bike lane is mostly an infrastructure problem stemming from everybody but the car being relegated to the gutters.

Like rationally I know that it's a structural issue not a systemic issue. But I live in a city full of tourists, and there's just some primal part of me that gets activated when some drunk englishman steps down from the wide-ass sidewalk and steps onto the clearly marked bicycle lane.

Which is why I propose if you ride a bicycle any damage to a car caused while on a bicycle, feet not touching the ground, is legal.
