Looking at her own books, I think she actually believes adoptive mothers just... aren't real. Not just trans mothers, which she is obviously dancing around, but as far as JK is concerned literally any child that is ever adopted is never really part of the family. Every time a child is adopted they're just put under the stairs.
At least she's consistent I guess. Her books kinda make sense (this half wizard is technically not my full genetic chromosomal kin, so I shall keep his nasty moppy head under the stairs, go for a bacon eh doodley?)
Also aren't many adoptive mothers technically trans-mothers too? They were unable to be mothers but they transitioned into motherhood (by adopting) Actually all mothers are trans-mothers if you want to use that for some shenanigans
