Could it have been more of a slap on the wrist than $16 million? Bullshit. Give the FTC some teeth. Let them fine companies into non-existence.

and sold it to over 100 third parties without the knowledge of customers, the complaint says.

Fine them every penny of the sale price multiplied by a few. Until it costs companies more than they make off the deal to do this, they won’t stop.
