The criticism is the move has too much "flash and pomp" so they're basically saying he's not acting "presidential."

if i'm reading it right fidel was doing a move that was of questionable legality within the game and probably unsportsmanlike. che considers it sort of cheating and thinks his pursuit of winning the game at any cost might signify or correspond to a deeper desire within fidel to maybe not betray the revolution exactly but separate himself from the revolutionary masses through decadence or "flash and pomp"
