That's the exact conclusion the videomaker comes to. With a tinge of "everything is getting better all the time", however.
Wow I was kind of surprised to see this video sorta confirm my pre-existing bias; that somewhere in or around the year 2000, the wide proliferation of digital production methods eased production difficulties (possibly most notably ink shortages and pricing?) made it much easier for more studios to churn out increasing tidal waves of the same hot garbage, right around the time "otaku/weeaboo" culture made the cringe horny shows sell EVEN MORE than usual. Thus, problems that anime had always dealt with just got worse, and whatever good stuff might be made gets drowned out.
