To make good on the numbers, the US Navy has decided to take in high school dropouts, provided they score 50 or above out of 99 on the qualification test.

To enlist in the Navy, you must achieve a minimum overall qualifying ASVAB score of 31

Unlimited genocide on ships and all that, but it's not quite a repeat of Project 1000. The minimum ASVAB testing score is like "can you count to 10?" and those are the sailors frying eggs and painting things. This programme seems to be targeting people who'd otherwise intellectually qualify for medic-tier jobs but who were structurally alienated from their secondary schooling.
