I mean I agree in spirit but I don't think Ukraine would be striking strategic targets in another country unless they had been invaded first, so, by just straight definition alone, it is still in fact retaliation and should be recognized as such since it does remind people that Ukraine are absolutely the victim an Russia hit first.
