Playing devil's advocate...

Wisconsin, being gerrymandered beyond belief, forces the university to play the game or risk even more retaliation from the legislature. I don't know if that's what's happening here, but I can see it as a possibility. Also likely that they don't want to upset donors, etc. At the end of the day, they are looking out for their pocketbook, like always.
