I agree this is a great path to immigration.
I think there needs to be some more oversight though, and if we are controlling immigration numbers, then the number of students should be factored in. You can't just make it a loophole to get around our controls.
Another reason for oversight would be to stop those go-nowhere colleges from preying on international students with programs that don't give them a respected diploma or even transferable credits. There are a bunch of them, and they are very expensive (particularly for foreign students), and leave their grads in the lurch when they're done.
