I don't think that's entirely true. Luffy was pretty adamant that the people of Wano should be able to eat until their stomachs are full every day. I can't find the citation and if someone could help me I'd appreciate it. There's also the evergreen moment where he punches Charlos because he was being an oppressive asshole.
Which is to say that even if Israel gave him hummus, he has a habit of going to go see what's going on in Gaza and it doesn't leave him feeling conflicted when he fights for Palestine.
I agree completely, it's just that the meme is "lol luffy fights for wendys"
