I think a better question to ask would be why the RE2 Remake took a very different approach from REmake, as that's the reason people are asking to begin with. REmake is essentially just a definitive version of RE1 with some unique twists (crimson heads, new mansion layout). RE2R on the other hand is a new experience entirely even if it retained many elements and design choices, so the original RE2 can be enjoyed on its own merits.
~~That and also why they won't just release a classic trilogy collection already for fucks sake~~
