The implied part is that their neocon leaders know how to apply the necessary imperialist violence. They know the vote doesn’t fix it, they know what they want their leaders to do
When I saw a similar call to action from QAnon, I actually laughed out loud lol. He had like a 5 paragraph screed about the deep state and pedophiles and the holy battle between good and evil
And the last paragraph tells patriots to vote
