That doesn't seem like a lot. Assuming these are project managers and engineering types, that's essentially one full time staff member for planning, and hiring a few engineering and design consultants for a few months.
It probably costs around $4M to build a McDonald's. Why is anyone surprised a prison requires more planning?
Or are we just assuming a big number in a headline gets people mad because they're using their personal finance as a frame of reference?
