Vice City was just Scarface. I think there was some stuff that made fun of yuppie excess 80s capitalism.
GTA was so much more fun when it was riffing on past decades and not trying to be a serious crime drama or whatever.
You can just wait a decade and the games will turn into period pieces automatically, see GTAIV and GTAV
The late 2000s and early 2010s don't feel as interesting to me, and the games don't lean into being caricatures of those periods like VC and SA.
