I don't think that's entirely true, though obviously a version of it is overwhelmingly true for early Anglo-Australian history
While the ruling class of settlement projects are the same as the ruling class of the home country, the working class is often an extra-dispossessed section of the home country's working class. Jews were encouraged to settle Palestine because they were unwelcome in antisemetic Europe. Australia and the American colonies were both initially prison colonies to dispose of "excess" population in the metropole. Settler colonialism allows you take a troublesome, potentially radical segment of the working class and turn them into hyper-reactionary agents of empire. The two birds component of the system is what makes it so incredible appealing to imperialists.
