Since the structure of icloud photos is completely flat, and putting photos into albums doesn't remove them from the general view, I'm not sure how I can possibly organize them without having a way to view all photos that aren't in any album. I know there's a trick with smart albums on mac, but I don't currently own a mac. I'm also a bit confused since this seems like the main use case, how could this not have an easy solution? Wouldn't everyone have this issue? Am I missing something?

I agree, the “free for all approach” is hard to softest if you’re looking for a sense of completion.
