Is it normal for a new product to have dust, etc. inside the box/on the product? (alien.top)

I just ordered a 45mm starlight sport loop and the band had a random blue fleck on it.

It was in there too, like in between the Velcro loops, but I was able to get out with a tooth brush.

Is dust or particles in a new product normal?

It is not normal
