I want to gift someone with an iPhone 8 running iOS 16 an apple watch. I’m currently set on a used series 8. AFAIK iOS 16 supports watchOS 9 witch the series 8 shipped with. However i’m concerned if the used watch has been updated to watchOS 10 it won’t pair with the phone.

Then don’t buy a used watch that’s been updated to WatchOS 10. The seller should be able to tell you that.
