On one hand, yes good news people use a library for library things. On the other hand, is that the bar for human behavior now? Not to be, I don't know, looting and burning books as soon as the staff is missing?

Sadly yes, as illustrated by the fact that this is even a story. We shouldn't be surprised that humans can behave themselves, yet here we are...

What is a reasonable bar for human behavior? Would it be reasonable for 1% of people to have library destroying tendencies? What about 0.1%?
If it's more than 0.2% it would have been expected for at least one of the 400 people to do something bad.
