The senate doesn't have legislative power they just suggest things. They're advisors to the parliament.

This will be interesting if the parliament votes on it. It's called the assemblée nationale and it's currently way way less conservative than the senate which is mostly old guard pre-macron conservative, often religious, righto people who opposed gay marriage and all that stuff
