Apple watch series 9 fails to turn on hand washing timer (alien.top)

Unfortunately my apple watch S9 only turned on the hand washing timer once despite all of the options being activated and never after that. What is the problem? Why is this feature so inconsistent?

Because it sucks, nobody uses it, and Apple knows this and doesn't want to waste time and resources working on it.
