Here's the original cartoon:

According to two different sources, it's from the Hankook Ilbo, but I couldn't find the original on the Hankook Ilbo site (not surprising considering it's from August 1, 2006 in the midst of the Lebanon War) and I wasn't able to make headway with the signature. However, the fact that this version I have doesn't have the Korean caption on it reading "Lebanon" (which the one in the submission does) as well as the style makes me suspect that it's a Western cartoon that was syndicated. No hard evidence to support that, though.

Why did someone make a version where they edited in a nazi and Israel flag if the original already looked like that?

The Israeli flag doesn't read fantastically in the original, the bars aren't prominent enough

배계규 seems to be the artist since his signature and handwritten date are the same. BaeKK written like B<<. The site doesn’t have his cartoons earlier than 2020 on the artist page and 2015 on the comics page.
