What gap, a gap between what two things? What are you measuring, who determined what should be measured and why? Why is measuring important? Against whose values of what society should be are you measuring?

also sick of people using their own metrics to measure other people’s lives and the latest fashion to measure society is to measure outcomes and compare that to some kind of idea of what society should be, both sides do this ,

These are the gaps, each backed by data that demonstrates how outcomes differ between Non-Indigenous and Aboriginal & Torres Strait Islander people:

These particular measures were established in the mid-00's. I don't think I can give you a reasonable summary of how the targets were set but it is all available online, starting with that website.
