Now I'm thinking does a torpedo qualify as supersonic based on speed of sound in air or in water?

Probably water, but also the real issue is whether sonar can track the object in time to protect the target of the attack.
It's based on travel through air. Nothing can go fast enough underwater to be called supersonic.
