Fuck there was actually some "floating pod" concept that got posted and mocked here a couple of years ago that was literally like a pod on stilts on top of pontoons. IIRC it was some multimillion dollar "wonder of technology" and it capsized at its first demonstration when faced with a gentle breeze.
I bet it didn't have a insanely overpriced and massively under-engineered gyro stabilizer. There's your problem right there.
