I fail to see how charging Canadian customers a little more to cover any additional costs would push companies out of Canada.

This sort of program historically also helps grow local content which is a net benefit to Canadians.

I certainly don't know all the details, but looking at the influence of Canadian media and the types of media we regularly successfully export it's hard to say it hasn't historically worked well for us.
