Belgium authorities are getting worried by a series of school arsons believed to be connected to newly mandatory school sessions in some parts of the country.

Maybe the intended idiom, or either of the other 2 interpretations of the wording, have confused you because of nationality differences?

It's not even an idiom. It just sounds like you just misquoted the actual idiom 'pointing fingers at'
