I would not call it an Easter egg, it's part of the world building.
The game series is known to make gross exaggerations of real world facts, topics, things and acting. Racism against particular groups of people has been and is part of the real world, and as such a videogame that wants to criticize by exaggeration would need to do it with this part too.
If anything, the cops in GTA aren't racist enough.
If GTA were consistent with this satire, then the cops would have accidentally kept their Klansmen and/or skinhead outfits on before going to a black neighborhood...
