I wonder what tipped authorities off that there was some form of spectrum surveillance. AFAIK you don't need a license or government approval to receive RF spectral data in almost all countries. I wonder if the actor was also transmitting as well.

He was transmitting data from a rental van he parked outside parliament, the Prime Minister's office, and outside the Ministry of Defense, that we know of. That's how he got noticed.

Lol oh jeez. Do you have a source? The original article didn't mention anything and a bunch of other news sources are just copy-paste the same information.
