Kind of defeatist and ignores pre agricultural humans.
Also, even after agriculture, not all humans lived under empires or tyrants, that eventually spread everywhere but for a long time it was a spectrum.

Sure, in a perfect world with no bad actors, there would not need to be oversight.
Does anarchy answer how to protect those who have no means of self defence?
There already is no oversight. The people causing the most harm and suffering are running unchecked and our means of self defense against them are deemed punishable by law.
Anarchy does not say to be pacifists and not defend, it says to give the means of defence to the community.
If I rob you and your boss doesnt tell you stop me will you just stand there?
