I think we should put all the religious people in half the countries and all the atheistic people in the other half. Both kinds of countries can form whatever borders and laws and politics, I don't care about that. But if you became religious in an atheistic country you'd be banished to a religious country, and vice versa.
There would be people who could go either way (agnostic or what have you), don't ask me about the details and the logistics of it. But there CANNOT be a country that contains both a totally atheistic person and a devout religious person. It would be strictly enforced, no exceptions. Never the twine shall meet!

How can you be sure? I think we need to do it and run the experiment in order to find out.
