PhD programmes are almost always paid. You usually need a masters or at least a bachelors to get selected for one, but in civilised countries those are free / subsidised too.

But I agree that a doctoral degree shouldn't be a requirement to hold a leadership position. A leader can always ask advisors about things they themselves do not know about.
