Hilter had about that approval rating at the end of WWII.

Berlin was destroyed, tens of millions dead, and a country divided in half.

Still about 30%.

And those 30% kept going until they were killed, and after the war they kept having Nazi club meetings until they died. You do not change polarized opinions.
