Considering how much American politics seeps through online spaces you'd have to be living under a political rock to not know who Hasan Piker is. He's one of the biggest leftist, like actually leftist not "neoliberal leftist", political commentator online. As for what the meme is referencing, it's this.

That's Walter Masterson, a comedian and satirist that produces a lot of progressive content. He does stunts like going to republican rallies to mock their political rhetoric.
Oh, that I have no fucking clue. I just assumed that's a random nobody in the image and the person we're talking about is the referenced "Twitch Streamer", Hasan Piker.
