Fairly sure that’s drawn from the perspective of him being looked down on, so it only appears the arms are shorter because they are being drawn away from the viewer.

Though dont look especially stubby, the one nearer has some perspective issues as well, and appears to be folded into towards the body so would be roughly average compared to head size. The other is hanging down and looks to be roughly the same length.

Are you going off head size or body length? Cause the former looks well proportioned while the latter would look a little creepy to be honest...
