The main difference is controlled and targeted re-entry isn’t it? Payload as well but I suspect that part they master already what with the similarities with shorter range ordnances they produce.

Exactly. Now they just need a big rocket to take it to the other side of the globe and space rocket works great for that. Both Atlas and Titan rockets for example are ICBMs derived from space rockets.
