In a few weeks Trump will do something at whim that will disprove that there is a consistent strategy, as has been happening over and over during his term so far.

Yeah, totally. In a few weeks Trump will flip sides and suddenly lift the embargo on Cuba and become a supporter of their regime.
Let's not kid ourselves. Republicans or Democrats, the Usaians have generally kept a steady trajectory when it came to their global hegemony status.
That is not changing any time soon.
