And given they explicitly offered to accept all surrendering individuals the choice to surrender without being charged you don't think maybe they were talking about the regime itself a regime that has betrayed that trust itself, also it's not even true since they offer the regime the choice of unconditional surrender qn absolute surrender is not a war crime that is just rejecting false surrender and faking a surrender is a war crime.
