It is, and they're lucky it's only 1 damage too. NPC's don't have a very large HD pool after all.

Can't say for certain, but I originally nabbed it about 7 years ago, and there's info about it being created by a 'Larry' in the file. Presumably Larry's either the caltrop victim or their friend who snapped the photo.
