having a disproportionately small/large organ of any size can be a medical issue that can lead to diminished life quality or expectancy without management or care.
Having a micro penis is a medical condition, it's not a joke, and having medical solutions for it is something doctors have worked on for at least a century, this isn't just someone has a below average penis size or wishes they had a very above average size, it's a penis that's medically significant in reduced size far enough away from average it requires a solution so the individual can function in a typical way.
