I don't really see how one can be organized without the support of unions. So I think the most important thing is to join or form a union if you don't have one, and if you do, start internal pressure to support one. You're totally right that it is more or less insurmountable for the state to overcomes but the challenge of organizing one is significant.

Absolutely. Without union support it would be unlikely to happen, and it'll take union members pushing their locals and leadership to support one, and for unions to coordinate with each other as well.
