Arguably it's because they can't ensure the same (or higher) level of compatibility with newer versions of dosbox or scummvm (e.g. because of regressions). It's still possible to use newer dosbox/scummvm with the games they provide by hacking around the launcher and/or just using the installation elseways, but it would be nice if this was supported at the installation package level.
