No matter why, somewhere in the group think its acceptable to watch a man die and only be concerned with how many times you tried to make it happen. This implies they have been instructed to kill. Kill US citizens. I wonder how many seeing this think it couldn't happen to them.
It quickly turned into a firing squad, with them backing up into a perfectly spaced semi-circle, with all of them firing. The idea is to be to ventilate him so many bullets from so many weapons, that it is impossible to pin the actual death on a single person. Then they can make a case for reasonable doubt in court, by blaming others. I didn't kill him, that guy did.
That firing squad happened so spontaneously, that they had obviously trained for it. Get it? Part of their training involves arranging into a firing squad to execute their prey - US.
It also seems like they've been told to respond with lethal force for certain situations. Blocking car? Get in front of it, and start killing. Discover a protester with a gun? Immediately kill them. Both of these latest murders were by veteran officers who can't use the excuse of being untrained. These are the guys you can count on to follow through, so they've been given order to behave like this.
So who gave these orders? Noem? PeeWee Himmler? Trump?
That doesn't work as a defence in common-law jurisdictions (at least), because all participants who deliberately participate in a crime are considered equally guilty of it.
I'd say this is not a strategy to avoid prosecution, but more the brazen acts of individuals who don't fear prosecution.
