I know he's a Tory, and therefore a member of "the good party", but why is he so beloved? How did the UK become full of temporarily embarrassed millionaires too?

I think partially it was an admittedly masterful use of liberal 'we need more ethnically diverse billionaires' grift. Also coming after Theresa May, Boris Johnson, and the other one, it probably helps that he looks like he knows what he's doing.
