I think the capitalization hides the clear intent.
Even ice hates ICE.
I think the joke works better when it's ambiguous
Eh, I see what you’re saying, but hatred of frozen water isn’t as prevalent as hated of ICE, so “even ICE hates ice” doesn’t make quite enough sense.
A better joke on that side would be “snowflakes can’t even handle a little ice.”
It makes sense that ICE would hate ice if it make them fall on they ass.
