why is stealing in scare quotes? that's literally what he's factually objectively demonstrably fucking obviously doing
While the media are generally cowardly if not outright fawning towards Trump, in this case I think the quotes are not intended to be scare quotes. This is a standard journalistic way of indicating in the headline that this is a direct quote, not a paraphrase, of what he said.
