Is it just me, or is that a really hack thing to do in standup comedy? lol
Its literarary shorthand for "this comic is bad at their job." No comedians actually say that, unless they're referencing a hack comedian.
Jerry Seinfeld literally was that guy. All those "what's the deal with..." jokes are specifically making fun of Seinfeld. It's not calling out all hacks; just the one specific hack.
They're referencing Jerry Seinfeld. He does that.

I mean hack comedians still do it I guess, but most of them don't make it past the open mic stage. Or they improve their craft and stop doing it.
