I don't know for sure in Minneapolis, but in most places the Mayor and Council don't actually have the authority to directly hire and fire officers. Most cities the politicians only appoint judges and a city manager/administrator.

It would be like a President trying to fire a specific employee of an agency. FBI agent John Smith can't be fired by the President. That's why executive appointments matter so much. Patel isn't qualified to run the FBI, but he'll fire who the President wants gone, which is the only qualification Trump cared about.
