Order the police to kick them out then, if his Sheriff/Captain refuses then fire his ass and replace him with someone that will follow orders.

It seems the police chief is on the mayors side if you watch the Q&A.
I don't think he has that power over the police. I'm starting to wonder if any police force has a power than can give them somehow enforceable orders.
Then he needs to hire people who will follow those orders.
I don't know for sure in Minneapolis, but in most places the Mayor and Council don't actually have the authority to directly hire and fire officers. Most cities the politicians only appoint judges and a city manager/administrator.
It would be like a President trying to fire a specific employee of an agency. FBI agent John Smith can't be fired by the President. That's why executive appointments matter so much. Patel isn't qualified to run the FBI, but he'll fire who the President wants gone, which is the only qualification Trump cared about.
The last point is really not good. You don't want drones that blindly follow orders. You want people that do the right thing.
of course in this case, following the order to kick them out would be the good and brave choice
